21st Century Interdiction Code of Conduct


We, members of the Domestic Highway Enforcement (DHE) community, recognize that our enforcement strategy requires conformance to the highest standards of integrity and ethical principles in the performance of traffic safety enforcement activities and hereby prescribe to our members the following operating principles: We shall –

• Respect and observe the Constitutional Rights and Civil Liberties of all citizens
• Advocate for quality, accredited training for professional development of each officer
• Subscribe to traffic safety as the primary objective; interdiction is an ancillary endeavor
• Endeavor to arrest and prosecute those persons suspected of criminal activity
• Support lawful interdiction activities as an effective and reasonable means to deny criminal organizations their illicit proceeds
• Emphasize interdiction programs are NOT purposed for enhancing agency budgets
• Underscore forfeited ill-gotten proceeds be spent prudently in accordance with applicable statutes, sound policies and regulations
• Promote information sharing consistent with applicable Federal, State and local laws and agency policies
• Ensure data are lawfully obtained, shared, appropriately stored and available for disclosure/discovery
• Regard honesty, truth, fairness and impartiality above other considerations
